Texas has no statewide solar rebate, which surprises people. What it does have is a combination of federal credits, a property tax exemption, utility-level buyback plans and local rebates that together can cut a Houston system’s net cost by more than a third.
Here is what actually applies to a home in Harris, Fort Bend or Montgomery county.
The 30% federal solar tax credit
The Residential Clean Energy Credit is the single biggest incentive available. It returns 30% of your total installed system cost as a federal income tax credit, with no upper cap.
Two details matter. First, it covers the whole project — panels, inverters, racking, labour, permitting, and battery storage of 3 kWh capacity or greater. Second, it is a credit, not a rebate. It reduces the federal tax you owe rather than arriving as a payment, and if your liability is smaller than the credit, the remainder rolls forward to future tax years.
On a $21,000 Houston system, that is roughly $6,300 back. You claim it with IRS Form 5695 for the tax year the system was placed in service. Talk to your own tax preparer about your situation — we install solar, we do not file returns.
Texas property tax exemption
This one is quietly valuable. Texas Tax Code Section 11.27 exempts the added value of a solar installation from your property appraisal.
A solar array typically raises home value, and in a state with property tax rates as high as Texas, that would normally mean a bigger annual bill. The exemption means you capture the resale value without the tax consequence. You apply through your county appraisal district — Harris County Appraisal District for most of the Houston metro — using Form 50-123.
Net metering and solar buyback in Texas
Texas has no statewide net metering mandate. Because most of the Houston area sits in the deregulated ERCOT market, what you get instead is a solar buyback plan from your retail electricity provider.
Under these plans, surplus power your array exports earns bill credits. The rate varies enormously between providers, and this is where Houston homeowners most often leave money on the table. Some plans credit exports at close to the full retail rate; others pay a fraction of it. A few pair a strong buyback rate with a higher rate on the power you consume, which can wipe out the benefit.
Shop your retail plan at the same time you shop solar. A poor buyback plan can add years to your payback period even with a well-designed system.
Local Houston-area rebates
Several municipal utilities and co-ops in and around the Houston metro run their own rebate or incentive programmes, and availability shifts year to year as budgets are allocated and exhausted. Solar rights and your HOA
Not a financial incentive, but worth knowing. Texas Property Code Section 202.010 limits how far a homeowners association can restrict solar devices. An HOA generally cannot prohibit an array outright, though it retains some say over placement where an alternative location does not reduce production by more than 10% or raise cost by more than 10%.

Putting it together
A $21,000 Houston system, less roughly $6,300 in federal credit, lands near $14,700 net — with no property tax increase and export credits flowing monthly. Against a typical Houston bill, that is generally an eight to twelve year payback.
